
It was a hell of a wild ride and actually kind of ridiculously fun (and funny) once I realized what was happening. Tier 3 on up Dwarf garrisons (with Walls) are more than capable of knocking out Rebellion Stacks on their own so I managed to strike out enough Grudges to finally equalize my Public Order to the point it wasn’t constantly flaring up over and over again. Provincial security: +3 against spy-type agents NOT DISPLAYED Provincial security: +1 against champion-type agents. The cycle only broke when multiple rebellion stacks had grown large enough to start besieging my settlements. So for a good ten turns, it was a self-fulfilling prophecy in that I’d strike out several Rebellion Grudges, but the Grudge Bar was still so high that it was tanking my Public Order enough that even the “defeated rebellion” PO boost was being drowned out by its “dive”, so it’d instantly rebel again thus flaring up the bar.

And I had holdings from Norsca all the way to the Southlands. And even at that point in the game, you only have so many armies that can only travel so far a turn. So it pretty much skyrocketed since I went from 3 grudges up to 30 in a turn. With every Grudge, the meter for public unrest goes up. Needless to say, a “Cascading Failure State” began in which my public order dropped so aggressively Rebellions flared in EVERY province, which generated the Grudge. I owned a significant chunk of the game map already that I felt comfortable just abandoning the large chunk that encompassed the Empire’s holdings.

So every time a rebellion pops, you get issued a Grudge to put it down. And yeah the Book of Grudges does become painful.īecause the campaign doesn’t finish until you’ve struck out every.
